Harvard Program Scholarship Offers Valuable Experience
Jim Jayne
Navajo County Manager

I am humbled by the selection as one of two public administrators in Arizona to represent my State and the profession at the Harvard Kennedy School Senior Executives in State and Local Government program. Thank you to the selection committee and to RBC Capital, PinnacleOne, APS and Greenberg Traurig for their generous sponsorship of this valuable program.

I have always believed that life is about relationships and I appreciate those that I have developed among my peers at a city and town and county level through ACMA and now those I made at Harvard from throughout the country. Seventy five professional administrators, from federal, state, county, city and town, non-profit organizations, law enforcement, fire and EMS personnel, Ireland and Finland gathered for three weeks in Cambridge to learn more about public management and ourselves.

This program is different from the other professional development training I have experienced. The case study method of instruction used at Harvard provides a very practical and real-life form of learning. We participated in a real discussion on the practical nature of politics in our jobs in public management and the importance of coalition building, learned about the genus and reasoning behind the Help America Vote Act (HAVA) from the man who wrote it, had 6 sessions with a former Kennedy Administration staffer who offered lessons learned from his time with JFK and were introduced to an entirely new way of thinking about the form and way change is made in an organization.

I could go on, but wanted to share some of the caliber and depth of the 15 different Harvard Faculty members who shared and facilitated very thoughtful discussions. These engaged conversations were a continual reminder of the important and unique role of public administration - a profession and a role that is important.

I want to encourage any of you who have considered applying to do so. Yes, it is three weeks out of your life, but it is also a once in a lifetime opportunity and an experience that will have lasting impact in your life, both personally and professionally. I am grateful for the honor of having participated - thank you ACMA.
