ACMA Honors Terry Ellis with 2009 DeBolske Award
ACMA recognized Terry Ellis, retired City Manager for the City of Peoria, as the recipient of the 2009 John J. DeBolske Professional Excellence Award. The Award was created in 1997 to recognize City/County Managers who demonstrate the highest level of professional excellence in local government and who have made life contributions in serving the profession. This award is the highest honor that ACMA may bestow upon a Full Member.

Of the 36 years Terry Ellis has devoted to local government, 11 were spent as City Manager of Peoria. Described by his colleagues as the "consummate professional," Terry created a collaborative environment that allowed for a personnel and management overhaul, greatly improved financial standings, an enhanced cultural profile, environmental stewardship and proper groundwork for future responsible growth. Under his direction, the City created new principles for ethics, water and financial management. He also spearheaded a partnership with Long Beach, Mississippi, as a "Special Sister City" to provide Long Beach assistance in the wake of Hurricane Katrina.

Terry's civic service does not end with his role as City Manager. He has and continues to volunteer for numerous organizations, including Alongside Ministries and United Blood Services. He has served on several state boards, regional councils and professional organizations, both as a leader and member, including former Gov. Napolitano's Homeland Security Coordinating Council and the Maricopa Association of Governments' Management Committee.
