Over 150 members from across the state met once again at Loews Ventana Canyon resort in Tucson,
Arizona for the ACMA Summer Conference. Overall, the conference sessions were well received and
enjoyed by all of those that attended.
This year's Summer Conference was a huge success thanks to the hard work and contributions of
many individuals. Thank you again to our sponsors for making this possible and to the dedicated
planning committee for putting everything together.

By Cynthia Seelhammer, Deputy City Manager, City of Phoenix
and Josh Wright, Assistant to the Town Manager, Town of Marana
It's an amazing statistic: 45% of this nation's workforce, an estimated 84 million baby boomers,
are eligible to retire in the next few years. In local government, the trend has been even more
pronounced: in 1971, 45% of local government managers were in their 30s, while by 2000, that
number had dropped to 16%. Who will replace the local government leaders when they retire?
How do we ensure that strong professionals will be here to manage local government? It is clear
that developing the next generation of local government leaders is critical to the
sustainability of our profession.

Reprinted with permission from the March 2009 issue of Public Management (PM) magazine
published by ICMA, the premier local government leadership and management organization, located
in Washington, D.C.
Scenario: After going through an extensive design development phase, the
proposal to rehabilitate a historic section of the downtown area went to the planning
commission for approval. The development phase was quite lengthy because city leadership was
committed to engaging all stakeholders in an effort to reach consensus on a range of design
issues.

Management Intern
City of Phoenix
Where are you originally from?
I'm originally from Southern California. I was born in Harbor City but grew up between the
cities of San Pedro, Long Beach, and Norwalk. However, after residing in Arizona for the
last 20 years I consider myself a native.
Why did you decide to pursue a career in local government?
After graduating with a Bachelor's degree in business, I was strongly recruited by an
insurance company to fill the position of a commercial underwriter. During my three years
of employment, I gained extensive knowledge of the insurance industry and mastered my
responsibilities; however, it became apparent something was missing. I realized there would
never be a direct connection between me and the people I served, and my work had very
little impact on people's lives. I yearned for an occupation that supported a higher
purpose and decided to leave private sector employment to pursue a career in public service.
