Code of Ethics Violation Notice
Notice of Public Censure

A public censure is hereby issued to Ralph Velez, City Manager of San Luis, Arizona for non-compliance of the ICMA Code of Ethics. Upon review by the Committee on Professional Conduct, Tenet 3 and Tenet 4 of the ICMA Code of Ethics were violated.

Tenet 3
Be dedicated to the highest ideals of honor and integrity in all public and personal relationships in order that the member may merit the respect and confidence of the elected officials, of other officials and employees, and of the public. The violation is in reference to a commitment made for employment with another agency and the lack of communication to fully disclose employment intent.

Tenet 4
Recognize that the chief function of local government at all times is to serve the best interests of all the people. The violation is in reference to the length of service commitment.

The ICMA Code of Ethics was adopted by the ICMA membership in 1924, and most recently amended by the membership in May 1998. The Guidelines for the Code were adopted by the ICMA Executive Board in 1972, and most recently revised in July 2004.

The ICMA Code of Ethics with Guidelines was adopted by reference by the membership of the Arizona City/County Management Association (ACMA) on February 7, 2003.

The ACMA Rules of Procedure shall govern enforcement of the International City/County Management Association (ICMA) Code of Ethics. These Rules of Procedure shall apply specifically to members of ACMA who are not ICMA members. Members of ACMA who are members of ICMA shall be covered by the ICMA Rules of Procedure. The ACMA Committee on Professional Conduct serves to assist the Board in implementing the Code of Ethics and Rules of Procedure.
