ACMA Honors Bob Flatley with 2017 DeBolske Award
The John J. DeBolske Professional Excellence Award was created in 1997 to recognize city/county managers who demonstrate the highest level of professional excellence in local government and who have made life contributions in serving the profession. This award is the highest honor that ACMA may bestow upon a member. The namesake of the award, Jack DeBolske, was the Executive Director of the League of Arizona Cities and Towns for 40 years.

Bob Flatley was the former city manager for Coolidge and showcased exemplary service to local government, the profession, ICMA and the Arizona City County Management Association.

Bob served in local government for thirty years, starting as the assistant city manager in Hollywood, Florida from 1981-1988; town manager of Davie, Florida from 1988-1995 and city manager of Coolidge, Arizona from 2001-2016.

He began employment with the City of Coolidge during a stressful time for the organization. The city was facing a recall election and Mr. Flatley took a chance which turned out well for all. Several council members at the time have shared with current staff that they appreciated Bob's dedication to the city and his leadership during a rough time. During this time Bob worked hard to develop relationships with other managers in Pinal County and was respected by his peers. Bob was actively involved in ACMA, serving as a board member and president. Bob also served as Host Committee Co-Chair of the field demonstrations committee for the ICMA 2012 Annual Conference in Phoenix.

Bob passed away last year. His passion for public service and his dedication to the profession has made him worthy of this prestigious award. Bob's children attended the ACMA Annual Awards Banquet to accept the award on his behalf. .
