ACMA Honors Karen Osburn with 2017 Connolly Award
The Catherine F. Connolly Outstanding Assistant City/County Manager Award recognizes an outstanding assistant city or county manager who has demonstrated exemplary service to their organization, the community, local government and ACMA. The namesake of the award, Catherine F. Connolly, was the executive director of the League of Arizona Cities and Towns for eight years and served more than 20 years as the deputy director.

This year's Catherine F. Connolly award was presented to Karen Osburn, Assistant City Manager for the City of Sedona.

Karen has been with the City of Sedona for five years and during her time with Sedona she served as acting city manager, taking the organization to new heights. She was instrumental in creating a citizen engagement program that won a national ICMA award. She led a new round of strategic priorities with a newly seated council that is still the driving force for all major initiatives nearly two years later.

Karen has been very active with major issues that impact the Sedona community. She oversees most of the important strategic initiatives that include: completion of comprehensive traffic study and a study to implement a new managed refuse contract including expanded recycling services, initiation of a wireless infrastructure master plan, the planning and installation of parking meters in Sedona's uptown, construction of a new uptown pedestrian elevator, a strategic planning process to assess financial sustainability and much more.

Karen is an active member of ACMA, Alliance for Innovation, ICMA and GFOA. She is also a candidate for the ICMA Credentialed Manager Program.
